The municipal councillors are elected for 6 years, according to a mode of election to both majority and proportional, which depends on the size of the communes. Their number also varies according to the importance of the common : of 7 councillors for those with less than 100 inhabitants to 69 for those over 300 000. On 15 march, in the first round, the councils were elected in full in 30 of the 143 municipalities where the mayors and their deputies have been sworn in this week, after the scientific council has given the green light to install them.

declining fairly steadily for more than thirty years in the local elections, the participation has plummeted to 44.6 % in the first round, at the beginning of the wave of Covid-19 in France, compared with 63.5 % in 2014. At the end of the second round, the first meeting of the new municipal councils should be held between Friday 3 and Sunday 5 July to elect the mayors and the assistants. On June 28, voters will also select the community councils of some 1, 100 communities of municipalities, metropolitan areas or agglomerations, where the first round was not decisive, and the new teams will take office by July 17. The role of commons and especially of the inter-municipal associations will be key to the economic recovery following the health crisis, communities representing approximately 70 % of public investment, particularly in the CONSTRUCTION sector. On the 18th of July at the latest, the advice of all the communes and groupings of communes should therefore be renewed and installed, marking the end of the cycle municipal.

A safety net, however, has been planned for every eventuality. The scientific council must give a new opinion on the health risks fifteen days before the election, to June 13. If he had to estimate that the conditions are no longer satisfactory to that voting could take place, the ballot should again be postponed. The voters should then revoter "no later than January 2021" for the first and second rounds of the municipal. A draft law in this sense was presented Wednesday in the Council of ministers in the name of the principle of " reversibility ".
