The reduction of the IBI has been the great asset of the fiscal policy of the Government of José Luis Martínez-Almeida: from 0.510% it has gone to 0.456% and the progressive decreases are expected to continue until 2023. Only this measure, according to the data of the Treasury and Personnel Area directed by Engracia Hidalgo, has led to savings of 114.1 million euros (62.88 in 2020 and 51.22 in 2021) for the 2.2 million receipts benefited.

This year the council will once again launch a reduction for 550,000 residents with homes that do not exceed 300,000 euros, which will save 30 million euros.

Capital gains have been subsidized up to 95% in transfers, after death, of homes or premises to descendants, ascendants or spouses. In 2020 and 2021 the savings were 14.71 million, while in 2022 it is expected to be 10.30 million.

The pandemic has marked the last two years of the legislature. To mitigate the damage, the city council discounted 25% in the IBI quota for properties with commercial, hospitality and leisure use, allowing savings of 43.86 million. As for the hotel sector, the figure increased to 50%, which translates into 22.32 million in the last year. Added to this are the bonuses in the Tax on Economic Activities (IAE) quota, which has saved 11.75 million euros, and those for the use of the public domain (markets, circuses, flower stalls...) with 22.82 million euros. euros. In addition, the IAE bonus for starting activity has been extended, and the rate for providing the waste management service in hotels and hostels has been reduced by 50% (1.16 million) and 25% in leisure and hospitality (5 million).

Regarding the measures to develop sustainable activities, the promotion of renewable energies stands out, with rebates for the installation of solar panels. “We are working to achieve a better regulatory definition of local taxes, with urgent reforms, and developing a special financial regime for the city based on article 160 of the Local Treasury Law. We will develop this initiative, the study of which we have already begun, through the reform of the Capital and Special Regime Law of Madrid”, assures the delegate Engracia Hidalgo, for the next mandate.
