ten days of the highly anticipated european summit of 17 and 18 July, the european Parliament is invited into the negotiations between the heads of State and government. Technically, meps are consulted on the stimulus plan, but they must adopt the budget in the long term (2021-2027). The recovery plan is being backed by the budget of long-term (known as the MFF, according to its acronym in English, for Annual Financial Framework), the meps are thus a means of pressure indirect. Without MFF, no recovery plan. Everything holds together.
