In 1867, on the occasion of the inauguration of the universal Exhibition held in Paris, the republican congressman Charles Floquet throws himself on the horse-drawn carriage that was carrying the Emperor Napoleon III and the Czar of Russia, Alexander III, and, in the face of the Tsar, shouts " long Live Poland, Sir."
