According to the law, any citizen must enjoy "the algerian nationality exclusive" access to the highest functions of the State, including that of minister. This explains, therefore, that Samir Chaabna not remained the minister of the Diaspora and the time of a rose. Decision cancelled due to the refusal to renounce the foreign nationality
According to local media, Samir Chaabna, Franco-Algerian, had accepted the portfolio, and assumed his functions.
