The proposals were created in cooperation with experts from cultivation, laboratory and food control, said the Vice President of the association, Dirk Heitepriem: "Only with the highest and controlled quality can we successfully push back the illegal market and thus achieve the goals of the federal government for health and safety achieve youth protection." The proposals should help to establish a "purity law" for cannabis as a stimulant, it said.

The SPD, Greens and FDP had agreed in their coalition agreement to introduce "the controlled sale of drugs to adults for recreational purposes in licensed shops".
