French President Emmanuel Macron wants to push through his controversial pension reform without a parliamentary vote. Shortly before the scheduled vote on Thursday, Macron convened a council of ministers to apply Article 49.3 of the constitution, according to government sources. This allows legislation to be passed without a vote if the government survives a related motion of no confidence.
