Actually, such an electoral reform is a pretty dry matter. It's about complicated questions about basic mandate clauses, second vote cover and overhang mandates. The debate on this in the Bundestag was anything but dry. The President of the Bundestag has had to call for calm several times. Again and again members of parliament intervene, yell back and forth between the benches, hardly a speech without questions and brief interventions. It was the big exchange of blows in the Bundestag, the star noted the most exciting moments of the debate.
