Germany's cities are demanding that the population be better informed about the possible consequences of energy shortages or sabotage. "A blackout is a realistic scenario," and "we have to be prepared for different crisis situations to come together," warned the general manager of the German Association of Cities, Helmut Dedy, in the "Süddeutsche Zeitung". "A functioning emergency supply of water and heat is only possible for a maximum of 72 hours."

There is one problem: "People in Germany have so far been inexperienced with crises and disasters," explained Dedy. "That's why continuous, transparent and low-threshold information about possible risks is important. Campaigns for self-protection and self-help ability must be rolled out much more intensively and broadly."
