Even if the International Criminal Court (ICC) in The Hague does not admit it, the arrest warrant for the alleged war criminal Vladimir Putin is likely to be purely symbolic politics. To put it mildly, it is doubtful that the Kremlin chief will ever find himself in a dock. However, no matter how "meaningless" Moscow considers the arrest warrant to be, at least it is historical. It is the first time ever that the ICC has issued an arrest warrant for a sitting head of state of a UN Security Council member.
