The yellow Vests will have at least had a benefit for Emmanuel Macron : if he has a hand, let loose several billion euros to appease their anger, the head of the State has also reduced its spending. It has a lot less travelled, as confined in Paris during these months of crisis. René Dosière, a former member of parliament and author of Charge of Palace. The budget for "travel" is the one that decreased the most between 2018 and 2019. The operating expenses decreased by 5.2 %, only those related to the personnel increase a little (+ 0, 7 %). "But the Government points out that 33 jobs remained unfilled, which leads the staff to 779 at the end of 2019. This is proof that the Government can operate with less people ! " notes René Dosière.

"Recipes" pocket

The recipes of the Castle are for the most part insured by the State, who paid him, in 2019, € 103 million. The Elysium complete its budget by "recipes" pocket, according to the terms of Dosière, including an exceptional reimbursement of € 1.2 million from the ministries of foreign Affairs and of Defence for the organization of the G7 summit in Biarritz, and of the ceremonies of the Landing. The Elysium has found a good way to increase their pocket money thanks to the location shooting of films in its walls : these revenues have doubled in one year, 40 000 euros. As to the visits of the fort of Brégançon in the absence of the presidential couple, they provide, they also 40, 000 euros in annual revenues, five times less than in the time of François Hollande, who never went there but not much.

Macron more extravagant as Holland

Thanks to these savings, coupled with a few recipes up, the Elysée has not been forced to dip into its cash, accrual, in particular under François Hollande. It was, however, expected a drawdown of 2.5 million euros. "We may think that it will be the same in 2020, where a levy of 4 million was included in the draft budget," explains René Dosière.

Emmanuel Macron, however, remains more extravagant than its predecessor. In 2016, the last comprehensive budget of François Hollande amounted to 101 million euros ; Emmanuel Macron should be spending, him, 105.3 million in 2020, $ 2.3 million is additional to 2019. But the crisis due to the coronavirus and containment elysian that followed it, have not been included in the budget forecast. The finances of the Elysium will, as with the yellow Vests, no doubt lightened.
