The draft law initially provided for 40 clearances to legislate by ordinances, a number reduced to "less than ten" according to the minister Marc Fesneau (Relations with Parliament) after the passage in the Senate. Already reduced from 30 to 15 months by the national Assembly, this power was further reduced to seven months by the senators in the committee. Its scope was further restricted.
