This Thursday, the Pan-Hispanic Clear Language Network (Red-PHLEC) was established with a ceremony held in the Supreme Court of Justice of Chile. The presentation included words of welcome from the president of the Supreme Court of Chile, Juan Eduardo Fuentes Belmar, and presentations from the minister-president of the Plain Language Commission of the Judiciary, Ángela Vivanco Martínez, and the director of the RAE Santiago Munoz Machado.

This project, promoted by the Royal Spanish Academy (RAE) from the presidency of the Association of Academies of the Spanish Language (ASALE), was born with the purpose of adding the various initiatives on clear and accessible language that are being developed in the Spanish-speaking world , «an objective of crucial importance to improve relations between public authorities and citizens».

In this way, the Network "will contribute to promoting linguistic clarity as the foundation of democratic values ​​and citizenship, as well as the commitment of the authorities to ensure it in all areas of public life." Therefore, it will integrate the existing national networks to join the efforts of all under the supervision of the academies.

With this agreement, the subscribing institutions undertake to work together in the implementation of actions aimed at generating initiatives, projects and measures that promote, disseminate and facilitate the use of plain language in their respective organizations, as well as in other State agencies. , with a view to increasing efficiency in the use of state resources, promoting transparency, probity, accountability, participation and access to public information.

The Royal Spanish Academy will act as coordination secretary and each member institution of the Red-PHLEC will appoint a plain language delegate.

The RAE thus deepens the path already begun in the progressive accessibility of its general linguistic works, as well as the specialized work on legal language, embodied in the Pan-Hispanic Dictionary of Legal Spanish and the Ibero-American legal platform project developed from its digital edition.

The so-called right to understand is a matter of crucial importance to improve relations between public authorities and citizens. At stake is the right of people to understand the laws and basic rules governing coexistence, which is subject to the language being intelligible and accessible to all people, including those who have a disability or functional diversity for reasons of a different nature. . It is therefore a new pan-Hispanic initiative of great strategic relevance for the future of Spanish.

The constitution agreement has been signed by the Royal Spanish Academy, the Supreme Court of Justice of the Republic of Chile and the Pro Tempore Secretariat on behalf of the Clear Language Network of Chile. The initiative is open to as many institutions and public or private entities as want to join. The Supreme Court and the General Council of the Judicial Power of Spain, the Ombudsman of Spain, the Chilean Academy of Language, the Colombian Academy of Language, the Ecuadorian Academy of Language, the Mexican Academy have already adhered to it.
