The Council of Ministers has approved on Tuesday a “declaration of weather emergency,” in which he recognizes the urgency to act against global warming. This type of statements, which do not have legal status any, have been approved in various institutions within and outside of Spain since about a year ago. United kingdom was the first country to do this, and then have been adding more States. Within Spain have made cities such as Madrid and Barcelona, county councils, regional Governments (just recently the Canary islands) and other institutions, as some universities.

The problem in many of these cases is that the declarations of emergency are just that, statements, as have been criticized environmental organizations or scientists, which warn of the need to act urgently.

The vice-president fourth and minister for the Ecological Transition, Teresa Ribera, has ensured that the declaration adopted on Tuesday will be accompanied by around thirty measures. Highlighted by the referral of the draft law on climate change during the first 100 days of Government, the presentation of a path to eliminate emissions of greenhouse gases in Spain by 2030 —as had already been agreed to by the Executive— and the presentation of a national plan of adaptation, something which is also contemplated by the previous socialist Government. As a novelty, Ribera has announced that it will create a “citizens assembly” on climate change, following the French model, to reinforce the participation of the society in this matter.
