According to Steven McCraw, Director of the Texas Department of Public Safety, the police made a "bad choice" not entering Uvalde school quickly. There, a shooter had taken refuge from a class and committed a massacre.

"Looking back now it was not the right decision. When asked about the widely-criticized delay in law enforcement's response, he stated that it was the wrong decision. El Salvador Ramos, the shooter, entered the building on Tuesday. Nineteen officers were present at the scene and waited for a Border Patrol unit to arrive.
