The head of the Union faction has rejected allegations from the traffic light coalition, the CDU and CSU blocked plans to introduce citizen income on January 1st. The parliamentary manager of the CDU and CSU MPs, Thorsten Frei (CDU), criticized the traffic light in advance on Tuesday in Berlin, neither with the Union faction nor with countries with a Union participation in the government.

If the federal government presents a draft law against this background, nobody should be surprised if the Union rejects it.

The allegation of a blockade "does not quite correspond to my ideas of a parliamentary democracy. It just works differently," said Frei. According to him, the Union faction wants to apply at the second reading of the traffic light plans this Thursday to separate the increase in the Hartz IV standard rates on January 1st and to vote on it separately in a named vote. However, this will no longer play a role in the third reading - then the Union will reject the legislative plans in their entirety.

Should the citizen's income fail in the Bundesrat and the federal government call the mediation committee between the Bundestag and the Bundesrat, the timetable for the introduction of a changed regulation can still be created. "Everything can be done if you want to do it," said Frei. The Federal Council could already deal with the citizens' income at a planned special meeting on November 14th. The preliminary "deadline" for approval of any changed plans is the last official Federal Council meeting of the year on December 16th.

With the reform, the traffic light wants to replace the Hartz IV system. From the point of view of the CDU and CSU, however, the citizen's income sets "wrong incentives" and ends the principle of "support and demand". The "parental period" is also criticized - assets and adequacy of the apartment should only be checked after two years of receiving citizen benefit. Another point of criticism is the so-called protective assets - a maximum of 60,000 euros, which are not touched if someone draws citizen's income.
