RESILIENCE PLAN. The economic resilience plan was unveiled by Jean Castex. A series of strong measures to try to compensate for the harmful effects of the war in Ukraine on the French economy have been taken. Fuel, working capital, PGE... Here they are.

[Updated March 29, 2022 at 9:16 a.m.] The objective is clear for Jean Castex and his government: to deal with the terrible consequences of the war in Ukraine on the French economy. In this sense, a series of measures to try to support individuals and businesses have been taken. After the payment of the inflation bonus in the amount of 100 euros, the executive announced the introduction of a fuel discount of 15 cents, which will ultimately be 18 cents per liter of gasoline. An increase which is explained by the VAT to be added, which differs depending on whether you are in mainland France, Corsica or the DOM-TOMs for example. In mainland France, the discount will therefore be 18 cents per liter of fuel, i.e. an expected saving of around 11 euros for a full tank of 60 liters from April 1, for a period of 4 months. All professionals are concerned (taxis, truck drivers, farmers, etc.) and individuals. The real new announcement comes from the extension of the device to natural gas and LPG.

Aid to businesses was also at the center of Jean Castex's speech in the preamble to a press conference. "The second goal is to protect our economy, avoid bankruptcies and protect jobs," the prime minister said. This new aid will be created for companies whose gas expenses represent at least 3% of their turnover. This should make it possible to take care of more than half of the surplus of their energy expenses. The dedicated subsidy may reach 25 million euros and will concern all sectors. To qualify, a company must scrupulously respect the following three criteria:

In addition to the first measures put in place by the Government and in order to finance the working capital of certain hard-hit companies, the borrowing ceiling of the PGE will be raised from 25% to 35%. Companies will also benefit from the deferral of tax and social charges. Finally, the long-term partial activity scheme will be extended by 12 months for agreements already signed.

Finally, several highly targeted measures have also been decided for fishermen and farmers. In particular the maintenance of fishing activities which contributes to our food sovereignty. An exceptional aid of 35 cents per liter of fishing diesel will be in effect from tomorrow morning to allow them to continue their activity in decent conditions. For farmers, aid will be put in place to enable them to cope with the soaring cost of animal feed for a period of 4 months. The total envelope is estimated at 400 million euros. Farm cash flow will also be supported with a down payment of 25% of the reimbursement of the TICPE.

The resilience plan will be extremely sector-based, and will affect the individuals and businesses most affected by the economic consequences of the crisis in Ukraine. Here is what to remember from Jean Castex's speech this Wednesday, March 16:

The economic resilience plan presented by Prime Minister Jean Castex on Wednesday March 16 concerns individuals and businesses massively affected by the economic and social consequences of the war in Ukraine. Certain professions very exposed to the increase in fuel such as fishermen, farmers, taxis, school and road transporters will benefit from a 15% discount per liter of fuel consumed. Aid that can reach 35 cents per liter for fishermen.

After having set up an inflation bonus of 100 euros for 38 million French people, a discount of 15 cents per liter of fuel will be applied from April 1, 2022 for a period of 4 months to compensate for the increase. prices at the pump since the start of the clashes in Ukraine.

This is the great return of partial unemployment since the Covid crisis. Not quite in the same way, of course, but "the long-term partial activity scheme will be extended by 12 months for agreements already signed", announced Prime Minister Jean Castex, during the presentation of the resilience plan. economy, Wednesday, March 16.

The PGE borrowing ceiling will be raised from 25% to 35% with the introduction of the economic resilience plan, detailed by Jean Castex on Wednesday March 16. From July 1, 2022, a new PGE will be put in place, until the end of the year for companies strongly impacted by the economic consequences of the war in Ukraine, as stated by Bruno Le Maire. Companies will also benefit from the deferral of tax and social charges. In addition, the Bpifrance industry loan, longer than the PGE (10 years), will be open to the construction sector.
