Rosneft wants this decision overturned - the order is illegal. The ministry justified it in September with a threat to security of supply. It considered the operation of the Rosneft plants to be at risk because other companies had stopped working with the Russian group or announced that they would do so, citing sanctions. In addition, the conversion of the Rosneft plants to non-Russian oil is only possible through trusteeship.

The companies represent twelve percent of the oil processing capacity in Germany. Of particular importance is the PCK oil refinery in Schwedt, Brandenburg, which supplies mineral oil to north-east Germany and Berlin-Brandenburg Airport.

The Federal Administrative Court is responsible for the case in the first and last instance. It began hearings on February 22 and continued oral arguments for three more days this week. The decision now comes one day before the expiry or extension of the trust administration.
