Across the country, inmates were released early from prison on Thursday. There are 56 of these people who don't know each other, but they share a similar story. Most of them are poor and unemployed, some had no home before imprisonment and live on the streets, many are addicted, some suicidal. They sat before no judge who would have sent them to prison. They ended up there anyway, a written penalty order was enough.
