Special envoy believes that the Dprk's latest comments were unnecessary, but the rows at the same time hand out.

the UNITED states'special envoy for north Korea, Stephen Biegun, calling North korea's latest statements "hostile and unnecessary".

the Speculation has been that Biegun might try to improve the relationship between the UNITED states and north Korea prior to a deadline that north Korea has put at the end of 2019.
